The Public Works and Services (Prioritizing Local Jobs) Amendment Act

This bill amends The Public Works and Services Act to require bidders on provincial construction, maintenance, or repair projects valued over $50,000,000 to report expected community benefits and hours worked by Saskatchewan residents, unionized employees, apprentices, Indigenous persons, other Canadian residents, and non-Canadian residents. The minister must consider these factors when awarding contracts, and contractors must prioritize hiring Saskatchewan residents, unionized employees, apprentices, and Indigenous persons during construction, with monthly public reporting required.
When the Saskatchewan government awards a contract for a large public works project worth more than $50,000,000, this bill would require companies bidding on that project to estimate how many hours will be worked by Saskatchewan residents, unionized workers, apprentices, Indigenous persons, other Canadians, and non-Canadian workers, along with what community benefits the project will provide. The minister would have to consider these factors when choosing which bid to accept. Once construction begins, the contractor would be required to prioritize hiring Saskatchewan residents, unionized employees, apprentices, and Indigenous persons. The contractor would submit monthly reports on actual hours worked in each category and community benefits delivered, which the government would post online. The minister would include this information in an annual report. The $50,000,000 threshold means this applies only to the province's largest infrastructure projects.
