The Fransaskois Community Consultation Act
Loi de consultation de la communauté fransaskoise
Summary
The Fransaskois Community Consultation Act requires the Ministers responsible for Education and Francophone Affairs to establish a consultation initiative within six months, gathering testimony from Fransaskois students, parents, and elders on historical and contemporary barriers to French-language education and cultural services. The Ministers must table a public report in the Legislative Assembly within one year of starting consultations, including recommendations for improving access to French-language education, cultural preservation, and government services.
This bill directs two provincial ministers to conduct structured consultations with Saskatchewan's Francophone community about challenges they face. The consultations would include interviews with students, parents, and elders about historical policies (including the impact of Ku Klux Klan activities in Saskatchewan), current barriers to accessing French-language education and cultural services, and how past and present provincial policies affect French language and culture preservation. The bill requires that diverse voices be included, such as Métis and First Nations Francophones, recent Francophone immigrants, and families in both rural and urban areas. The bill also officially recognizes the Assemblée communautaire fransaskoise as the provincial representative organization of the Fransaskois community. Within one year of beginning consultations, the Ministers must present a public report to the Legislative Assembly summarizing key issues and recommending legislative or policy changes to address the community's needs.
